5.2 Project Submission Request

The Project Submission Request is the EUPM² project’s starting point and formalises its initiation. By creating a Project Submission Request, the project initiator ensure that the key information on the call for proposals and the project idea are formally captured and can be used as a basis to decide whether submitting the Project Application Form.

The Project Submission Request contains basic information about the call for proposal requirements in terms of budget, timing, eligibility conditions and criteria against which evaluate the project idea. It also includes:

• Basic information about the project idea.
• Link with the objectives of the EU-funding Programme as well as to the organisation’s strategic goals.
• The main outputs to be delivered.
• The key assumptions, constraints and risks assessed at this stage.
• The potential partners to be involved.
• Rough estimation of time and cost of the project.
• Overall estimation of internal resources for designing (staff, infrastructures).

The document outlines the relevance of the project idea to the call for proposal as well as the benefits for the organization to get the internal approval to move to the designing stage to submit the project proposal.
