4.2.1 Contracting Authority (CA) and Desk Officer (DO)

The Contracting Authority (CA) is the entity that signs the Grant Agreement with the Lead partner to effectively award and mobilize the funds for the project. Depending on the management mode of the Call for Proposals, the Contracting Authority (CA) may be the European Commission, an EU Agency, or a national or regional authority designated by a Member State. t is the body that provides the strategic orientation and objectives, it has the authority to approve the project, releases the funds and authorises major project changes.

The Contracting Authority (CA) appoints a Desk Officer (DO) as the role to act as direct interlocutor with the Grant Owner and to overview, follow up, resolve queries, and secure the accomplishment of the Grant Agreement conditions. The Desk Officer (DO) does not have a day-to day involvement in the project but may request or be invited to participate in the Project Steering Committee (PSC).
